NIB, BPJS and piece-rate workers: your legal position before any talk of certification
This is the most common blocker in this market and the least comfortable to write about. It is also the one carrying the most value, because everything it asks for is worth having whether or not you ever apply for anything.
What lawful operation means in practice here
A business number through the online licensing system under the right activity code. Tax withheld on what you pay people, and paid. Wages at or above the applicable provincial or district minimum. Registration for employment and health insurance for those who count as your workers. Nothing on that list is exotic. It is the ordinary legal position of an employer, and it is the position a great many small brands have not yet reached.
The piece-rate problem, stated plainly
Paying by the piece with no registration and no written agreement is how much of this industry runs, and it is usually not indifference. It is a workshop of five people, an order book that moves month to month, and no cash buffer for fixed monthly contributions. Naming it is not an accusation. But a receipt does not fix it and a photograph does not fix it, and it is the one gap in this whole subject where there is genuinely no free rung. We say so rather than inventing one.
What is worth doing anyway, in order
Start where the cost is lowest and the value is highest. A written agreement with each workshop, even one page, naming the work, the rate, and the payment terms. That costs nothing and it protects both sides on the day something goes wrong. Then a business number if you do not have one, which is free and online. Then registration for the people who are genuinely your workers, which is the step with a monthly cost and the one to plan for rather than improvise.
How we record any of this
Wage evidence stays at the level of a production batch. We do not take a payslip that ties a figure to a named person, in any tier or any export. A purchase order to a workshop carries the story we need without putting an individual's pay on a platform. And nobody under 18 is named anywhere, ever, whatever they or their parents consent to; attribution falls to the workshop, the group, or the collective instead. Where a framework asks for workforce detail we will not hold, we record that the requirement exists and route you to report it directly.
Where this leaves you
If this is your position today, you are not a failed applicant. You are a business at an earlier point on a longer road, and the passport, the impact record, and your buyers' questionnaires are all open to you right now. We would rather say that plainly than take money for preparing an application that cannot yet be made.
